Pool Permits
Before installing a swimming pool or spa, please apply for a pool permit. The permit ensures that your pool or spa is safe and built according to the most current building codes.
The pool permit application process consists of three parts.
All items must be submitted together at the Building Permit Counter. Once approved, the Encroachment Permit will be issued with the Building Permit in one packet.

1. Fill out an Encroachment Permit Application 2. Submit Certificate of Insurance via email
3. Submit check for $278 fee made to the City of Lincoln. Please note that construction access to the backyard through the City of Lincoln’s Open Space is strictly prohibited. |
How to Submit Applications
Submit completed Building Permit package and Encroachment Permit package to the Building Counter located on the 2nd floor of City Hall.
Business License
Please ensure your City Issued Business License is up-to-date. Not having an active business license will delay processing your permit.
Review Time
Upon submittal of completed application package, please allow up to 2-6 weeks for review and approval.
Inspections
Pool permits require multiple building inspections. Please schedule your building inspection before 3pm at least one business day in advance.
Final Pool Inspection
Before requesting a final pool inspection, you must schedule a post-encroachment inspection with the Engineering division.
How to Schedule a Post-Encroachment Inspection
Email your inspection request to engineering@lincolnca.gov with the following information:
- Permit number
- Address
No on-site host is required. Engineering inspector will take photos of City facilities after construction is complete. Please allow 3-4 business days to receive post-encroachment inspection results via email.
