Permit Requirements

If you're building a new home, renovating your current home, or adding a structure to your property, you need to apply for a building permit.

How to Apply for a Residential Building Permit

  1. Fill out a Building Permit Application
  2. Submit 3 plan sets and any applicable documents
  3. Submit check for fees made to the City of Lincoln

Submit Permit Package Online

Minor Residential Building Permits can now be submitted online.  Review the handout on how to submit minor residential permits online.  If your permit qualifies as one of the eligible types shown below, fill out the Building Permit Application and email it to OTCPermits@lincolnca.gov.

  • Reroof (energy documents required)
  • Water Heater
  • HVAC, Condenser, Furnace (energy documents required)
  • RePipe
  • Electrical/Panel Changeout (for licensed electricians/qualified professionals)
  • Plumbing (Sewer, Water, Gas Line) (site plan required)
  • Window Changeout (floor plan & energy forms required)
  • Solar or Energy Storage

All payments may be made through the Citizen Portal once they have been processed.

Submit Permit Package

Bring application, plans, applicable documents, and check to the Building Counter located on the 2nd floor of City Hall.

Building Inspections

All building permits require at least one building inspection. Please schedule your building inspection before 3pm at least one business day in advance.
