Services and Rates

Lincoln provides water, sewer, and garbage services to all residents within the incorporated City limits. The services are billed on a monthly basis.

The charges for all three services are combined on one bill, which is mailed between the eighth and the twelfth of each month. Utility accounts are considered delinquent if not paid within thirty days after the due date per the City's Ordinance No. 888B, Section 13.04.230 and a ten percent penalty for all fees or charges would be imposed at that time. 

Water Shutoff Protection Act

As a result of the Water Shutoff Protection Act, SB 998, the State has mandated that all large water districts in California update their policies regarding low-income customers or occupants who are delinquent on their water bills.  The law allows customers or occupants more time between the billing date and the shut-off date and the ability to temporarily avoid discontinuation of residential water service for nonpayment by signing up for a payment plan.

How Do I Sign up for a Payment Plan?

A customer who is financially unable to pay their water bill within the normal payment period may request a payment plan to avoid having their water shut off.  If approved by the City of Lincoln, the applicant must sign an agreement to pay the delinquent balance in installments over 12 months.  Multiple payment plans are not allowed. If a customer or occupant violates the payment plan agreement, the City of Lincoln will dispatch a technician to shut off services same day. To inquire about a payment plan please call Utility Billing at 916-424-2430.

Utility Assistance Program

As of August 31, 2024, no new applications/participants will be accepted for the Utility Financial Assistance Program for low-income account holders.

The program will end as of February 28, 2025 only to expend the remaining funds allocated.
